Obituary

Billy was born in Panama City, Florida. He joined the Air Force and was stationed in England. When he left the service he worked for PSA in Baltimore, Md and California. He was recognized in this Direct Mail Distribution Industry for his many talents and leadership. He later moved back to Florida. In Jacksonville he joined and retired from JEA as a Civil Engineer.

Billy had three loves in his life.... His family, his music and his dog and shadow, Penny. His father, William D Cater, his sisters Susan and Sharon are deceased.

Billy is survived by his Mother Frances and her son Tom, and his brother in law, Jack. Billy married Bertha and they had a daughter, Rebecca. His Mother Frances and his daughter, Rebecca, were the loves of his life.

Billy had a dog and best friend, Penny. Penny went where Billy went ALWAYS.

Billy will always be in the music you hear. The strums of a guitar or the train whistle coming down the track. He was loved his music, whether it be a guitar or a banjo... and he was known to play a harmonica. Johnny Cash or Bill Monroe were among his favorites.

Billy's vocal chords were taken from him by a stroke in 2007. His words were silenced and his spirit lived on. If you have a memory of Billy, then you have truly been blessed. We feel certain it will, for sure, include a smile and a twinkle in his eyes. He will be truly missed by many as Billy did not meet a stranger. Play on Billy and we will listen for the music.
