Elizabeth C. Carter, 90, of Jacksonville, Florida, passed away on the third of September 2017 at
the Brookdale West Assisted Living facility in Melbourne, Florida, where she had resided for the last four
years near the home of her brother David Collins and his wife Lea.

Elizabeth was born to Elmo and Bessie Collins on April 30th 1927 in Webster, Florida, the second of four
siblings. She graduated from Webster High School in 1944, then received a B.S. degree in Microbiology
from FSU in 1947, and an M.S. degree in Public Health from the University of Michigan in 1969.

She married the late David H. Carter, Sr. in 1973 in Jacksonville where they continued to live until his
death in 2005, and her move to Melbourne, FL in 2013. They were active members and supporters of
the Arlington Presbyterian Church and the Lions Club, and enjoyed travel, RV camping and golf.

Elizabeth retired in 1979 after 30 years with the Florida Department of Health and Rehabilitative
Services as a microbiologist and Chief of the Clinical Laboratory Improvement program.

She is survived by one brother, David Collins, three step-children, David H. Carter, Jr., Chris C. Carter and
Bonnie S. Crews, three nieces and three nephews, and is predeceased by her husband, David H. Carter,
Sr., by one brother Elmo Collins Jr., and by one sister, Jane A. Knight.

A celebration of life memorial service for family and close friends, officiated by Pastor Joe of the
Arlington Presbyterian Church will take place graveside at 1100 am Oct 9th 2017 in Arlington Park
Cemetery.
