Regina was born on November 10, 1921 in Black Rock, Arkansas to Mattie Ivie Brown and Homer Brown. She spent her youth on her maternal grandmother's farm in Arkansas until her late teens when she and her family, which included two sisters, Mildred and Wanda, moved to Alton, Illinois.

Regina graduated from high school and subsequently moved to St. Louis where she worked at the military canteen and eventually met her future husband, Roy. They married shortly before his deployment with the Army Air Corps to Europe and WWII. During that separation, their first daughter, Pamela, was born. At the end of the war, the family moved to California and a few years later a second daughter, Carrie, was born.

In 1954 and at a time when such an adventure was rare for a young mother, Regina, with her two young daughters, drove from California, crossing the desert and mountains, to join Roy in Alabama. Shortly thereafter, they bought a home in Jacksonville, Florida, where they resided in Arlington for 27 years before moving to Orangedale in 1982.

Regina retired from Prudential Insurance Company in 1986 and was then able to fully indulge her love of gardening, sewing and being a grandmother to Brad and Anna, Pamela's two children. In 1989, Roy died but Regina was soon joined by her sisters, both of whom moved to Avon Park, Florida. Eventually both of her grandchildren and great grandson moved to the area and she was able to devote much time and care to all of them. She was never more happy than when she was surrounded by her family.

Regina died peacefully on April 7, 2016 at the age of 94.
